THE FIRST ONE IS IN REGARD TO THE ARP BUDGET RESOLUTION.

DURING THE NOVEMBER 23RD, 2021 BOARD MEETING, THE BOARD APPROVED A RESOLUTION ACCEPTING THE AMERICAN RESCUE PLAN FUNDS AND THE AMOUNT OF $6,657,323.

THE COUNTY HAD ALREADY SAVED THE FIRST HALF OF PAYMENT IN THE AMOUNT OF $3,328,661.50.

THE SECOND HALF PAYMENT IS EXPECTED TO ARRIVE THIS SPRING SOMETIME.

THE NEXT STEP OUTLINED WITHIN THE 2021 RESOLUTION IS TO ESTABLISH A BUDGET FOR THE ARPA FUNDS WITHIN YOUR PACKET AS A RESOLUTION REITERATING THE LANGUAGE IN THE NOVEMBER 2021 ARPA RESOLUTION, IN ADDITION TO PROPOSING THE FOLLOWING BUDGET OF OUR FUNDS INTO THE REVENUE REPLACEMENT PROVISION OF GOVERNMENT SERVICES AGENCY CATEGORY.

EXCUSE ME. THIS CATEGORY PROVIDES BROADER FLEXIBILITY AND GREATER SIMPLICITY, AND THE ADMINISTRATION OF THE OVERALL FUNDS AND PROGRAM.

THE REALLOCATION OF FUNDS RESOLUTION REGARDING ERPA BUDGET.

IT'S AGAIN WITHIN YOUR PACKET, I'M REQUESTING APPROVAL TO REALLOCATE FUNDS PREVIOUSLY APPROVED ON JANUARY 25TH AT 2022 AS FUND BALANCE RESERVES IN THE AMOUNT OF $802,583.50.

THEN THIS WOULD BE MOVED TO THE AMERICAN RESCUE PLAN ACT FUNDS WITH IT BASED ON THEIR ABILITY TO HAVE GREATER FLEXIBILITY.

THIS WAS RELATED TO THE BUILDING PURCHASE OF 1301 MARSHALL STREET IN ST. PETER IN DECEMBER OF 2021.

SERVICES RELATED TO MITIGATION AND PROFESSION OF BEHAVIOR HEALTH CARE WILL BE OFFERED ON-SITE IN ADDITION TO THE RELOCATION OF THE POWER OF CLUBHOUSE AND THE HHS OR HEALTH IN HUMAN SERVICES ADULT MENTAL HEALTH UNITS STAFF.

HEALTH AND HUMAN SERVICES STAFF HAVE MOVED FROM NORTH MANKATO TO ST. PETER, IN THE BUILDING NEXT DOOR, AND SOME OF THE ADULT MENTAL HEALTH STAFF HAVE STARTED TO TRANSITION UP TO 1301 MARSHALL STREET.

IT'S SOMEWHAT OF A DOMINO EFFECT FOR THE STAFF WITH IT, BUT THEY ARE WORKING THROUGH IT.

MAINTENANCE HAS BEEN ON-SITE WITH THE MOVERS AND WORKING WITH THE CONTRACTORS TO START THE ACTUAL DEMOLITION WITHIN THE NORTH MANKATO BUILDING.

WE TOOK A LOOK AT OUR TRUANCY POLICY TO FIND AVENUES OF DOING EARLIER INTERVENTION TO AVOID GETTING TO THE NEED TO FILE A PETITION IN COURT.

WE'VE UPDATED OUR POLICY AND PRACTICE TO INCLUDE A MEETING THAT WE INVITE PARENTS TO EARLY WHEN THEY HAVE HAD EARLIER ABSENCES, AND THE CHILD AND THE PARENT COME TO THAT MEETING.

WE'VE STARTED THAT IN SAINT PETER AND HOPE TO EXPAND THAT TO MANKATO.

ADDITIONALLY, THERE'S SOME EVIDENCE-BASED PRACTICES THAT PROVIDING SOME INCENTIVES.

SMALL INCENTIVES TO STUDENTS FOR COMING TO SCHOOL AND BEHAVIOR.

I'M GOING TO USE SOME OF MY FORFEITURE DOLLARS TO HELP PROBATION WITH SOME OF THOSE SMALL INCENTIVES TO STUDENTS THAT'S AVAILABLE FOR THE TRUANCY INTERVENTION OFFICER TO UTILIZE.

IT WAS THROUGH THE EXPRESSION MEETING LAST NIGHT IN NICOLLET AT THE CONSERVATION CLUB.

I THINK WE'RE MOVING BACK TO THE SOIL WATER IN NICOLLET FOR THE NEXT MEETING.

WE MET ON-SITE DURING CONSTRUCTION, NATE HENRY, MYSELF, CHRIS ADAMS, AND THE CONTRACTOR, WE DECIDED, INSTEAD OF PUTTING IT HERE, LET'S MOVE THE OVERFLOW OVER TO HERE.

THIS IS A RELATIVELY FLAT AREA, SO THERE IS AN OVERFLOW HERE.

I'M WONDERING IF EITHER THIS IS FILLED UP WITH SOME MATERIAL OR IT'S TOO HIGH, WHICH IS DAMMING UP WATER ON BOTH SIDES OF IT.

IT'S NOT GETTING THERE. IT'S ESSENTIALLY WHAT'S HAPPENING, AT LEAST THAT'S WHAT IT LOOKS LIKE ON TODAY'S PHOTO.

BUT IF YOU LOOK AT THE CONSTRUCTION TIME.

I'M NOT SURE IF SEEDING, FINAL GRADING, OR IF WE'VE GOT SOME SEDIMENT IN HERE, OR WHY THIS IS OPEN WATER? IT WAS DESIGNED TO GO TO [INAUDIBLE], BUT WE ARE HOLDING A LITTLE BIT OF WATER RIGHT AT THIS POINT.

I AGREE, BASED ON THE PHOTO THAT WE HAD, THAT THERE'S SOME WATER BEING HELD THERE.

I THINK IT COULD BE MULTIPLE REASONS THIS COULD HAVE SETTLED.

ALSO THE GRADING IN HERE, THIS IS PRETTY LIGHT SOIL.

YOU PROBABLY HAD SOME DRAINAGE THROUGH THE SOIL, PRIOR TO THE PROJECT BECAUSE THIS WAS PRETTY FLAT.

THIS HAS ALL BEEN COMPACTED, WHICH COULD HAVE BLOCKED THAT.

A COUPLE SOLUTIONS TO THIS IS, ONE, WE LOWER THIS OUTLET, THE OTHER ONE IS WE SPREAD THIS MATERIAL OUT, WHICH WILL FORCE IT ALL THAT WAY.

MY DISCUSSIONS WITH MR. QUARTUS IS WHAT HE WOULD LIKE TO SEE.

THE DESIGN WAS ALWAYS TO TAKE THE MATERIAL, PUT IT HERE, AND HAVE IT RUN TILL OVERFLOW.

I GUESS I CAN LEAVE IT AT THAT. I CAN SHOW MORE.

WE DID REACH OUT TO [INAUDIBLE], THE CONTRACTOR, TO SEE IF THEY WOULD COME BACK AND DO SOME OF THIS MINOR GRADING.

INITIALLY, ON THE PHONE, THEY SAID THEY WERE INTERESTED, AND WE SAID, "CAN YOU PLEASE GET BACK TO US BY NOON ON MONDAY?" WE HAVE NOT HEARD BACK FROM THEM.

I'M NOT SURPRISED, THEY HAVE NOT BEEN THE MOST COMMUNICATIVE CONTRACTOR.

BUT I'D LIKE TO GET THE PROJECT CLOSED OUT, ONE WAY OR THE OTHER, IF WE NEEDED TO FILL THIS AREA IN, THAT'D BE ONE SOLUTION OR WE'D LOWER THIS OVERFLOW.

I GUESS I'D LIKE TO GET FEEDBACK FROM THE LANDOWNER.

THIS IS A LITTLE DIFFERENT THAN A LOT OF YOUR FIELD AREAS.

WE DO HAVE OVERFLOWS.

MOST OF YOUR DITCHES HAVE BERMS AND BANKS ON THEM, AND THEY RUN TO AN OVERFLOW.

THERE ARE SPOTS THAT ARE RELATIVELY FLAT.

THIS IS A LITTLE DIFFERENT RIGHT HERE BECAUSE IT'S THEIR YARD.

NOW, WHEN WE ORIGINALLY HAD BOUGHT THIS PROPERTY AND BUILT THE CABIN AND EVERYTHING THERE, WE HAD SOMEBODY COME OUT AND PULL THE DIRT BACK AND LEVEL THE YARD BECAUSE THERE WAS A BERM THERE ORIGINALLY.

WE HAD THAT TAKEN AWAY ALONG MOST OF THE AREA ALONG THE YARD PORTION THERE, WHERE THE MAIN ISSUE IS NOW WHERE WE PARK AND EVERYTHING.

SO WHEN I WAS HERE TO THE MAJORITY OF THE MEETINGS AND STUFF AND WHEN WE WERE TALKING ABOUT THE PROJECT, MY UNDERSTANDING THE ENTIRE TIME WAS THAT THAT DIRT WAS GOING TO BE SPREAD OUT INTO THE YARD, THAT IT WOULD EITHER BE FLAT OR TAPERED TOWARDS THE DITCH.

AT NO TIME DID I REALIZE THAT THEY WERE TALKING ABOUT DOING A SPILL AWAY.

[NOISE] ACTUALLY, THE FALL BEFORE AFTER IT WAS COMPLETELY DONE AND STUFF, I HAVE A PICTURE OF THE SPILL AWAY, AND YOU CAN PHYSICALLY SEE THAT IT'S HIGHER THAN THE YARD ITSELF.

THE SPILL AWAY ISN'T GOING TO WORK TO START WITH, AND WITHOUT LEVELING THERE OR RAISING THE REST OF THE YARD.

WE WOULD JUST ASSUME WE WOULD HAVE THE ENTIRE YARD LEVELED VERSUS HAVING JUST ANOTHER SPILL AWAY PUT IN OR HAVING THIS ONE READJUSTED.

I REALIZE THAT NO OTHER [INAUDIBLE] IN NOW AND YOU'RE GOING TO HAVE WATER,

THE YEAR OR THE SUMMER AFTER THE PROJECT, WE COULDN'T EVEN GET IN THERE TO MOW OR ANYTHING UNTIL JUNE OR SO.

THERE WAS WATER STANDING IN THERE RIGHT AWAY THAT FIRST YEAR.
