GREENWOOD. MORNING, MADAM CHAIR. MEMBERS OF THE BOARD AND STAFF ONE ITEM FROM PUBLIC WORKS TODAY, AND THAT TO BE CONSIDERED A WARD OF BID FOR PROJECT SAP 52 599 ZERO 27. SO YESTERDAY WE RECEIVED FOUR BIDS AND THEY WERE OPENED AT THE NICOLLET COUNTY PUBLIC WORKS OFFICE.

AND IN YOUR PACKET YOU HAVE A REVISED AGENDA ITEM FORM FOR THIS ITEM WHICH HAS THE RESULTS OF THOSE FOUR BIDS.

HOLT MYER CONSTRUCTION WAS THE LOW BIDDER AT $1,064,118.90 HOUR, WHICH WAS A BIT OVER OUR ENGINEER'S ESTIMATE OF 745 $745,342.

SO THIS PROJECT IS A CULVERT REPLACEMENT PROJECT IN BELGRADE TOWNSHIP.

THEY HAVE TWO OLD CULVERTS ON KEARNS DRIVE THAT ARE FAILING.

THE REPLACEMENT STRUCTURE IS LARGE ENOUGH THAT IT MEETS THE DEFINITION OF A BRIDGE IN THE STATE OF MINNESOTA.

AND SO THAT'S WHY THE COUNTY IS INVOLVED WITH THIS PROJECT, BECAUSE WE'RE ABLE TO UTILIZE STATE AID, TOWN BRIDGE FUNDS TO FUND THE INSTALLATION OF THIS NEW 12 FOOT BY NINE FOOT BOX CULVERT.

IN LOOKING AT THE BID RESULTS IN RELATION TO OUR ENGINEER'S ESTIMATE, GIVEN THE WILD BIDDING ENVIRONMENT THAT WE SEEM TO BE IN AND COSTS ARE SKYROCKETING FOR FOR EVERYTHING, THE APPROXIMATE DIFFERENCE BETWEEN OUR ENGINEER'S ESTIMATE AND ALTMIRE CONSTRUCTION'S LOW BID WAS ABOUT $319,000, AND THERE WAS ABOUT THREE ITEMS THAT MADE UP THE BULK OF THAT DIFFERENCE.

CLEARING AND GRUBBING WAS ABOUT $42,000 OVER OUR ESTIMATE.

AND IF YOU RECALL, OUR DISCUSSION ON OUR COUNTY ROAD 23 PROJECT AND THE BIDS RECEIVED THERE, CLEARING AND GRUBBING WAS SIGNIFICANTLY HIGHER IN THE BIDS COMPARED TO OUR ENGINEER'S ESTIMATE.

AND OUR ENGINEER'S ESTIMATE FOR THIS PROJECT WAS ALSO DONE BEFORE WE KNEW RESULTS FROM THE COUNTY ROAD 23 PROJECT.

SO WE DIDN'T HAVE AN OPPORTUNITY TO TO ADJUST THOSE PRICES.

THE OTHER ITEM THAT WAS WAS HIGHER THAN ANTICIPATED WAS THE COMMON EMBANKMENT OR THE FILL THAT NEEDS TO BE HAULED IN.

THAT WAS ABOUT 54,000 MORE THAN OUR ESTIMATE.

AND THEN THE BIGGIE WAS THE ACTUAL CONCRETE CULVERT PRICES.

THE PRICE PER FOOT FOR THE CONCRETE CULVERT WAS ALMOST DOUBLE WHAT WE HAD ANTICIPATED.

AND WHAT WE'VE SEEN IN THE PAST, I THINK WE ESTIMATE AROUND 1400 DOLLARS PER LINEAR FOOT FOR THE CONCRETE CULVERT, AND IT CAME IN AT 25 OR 20 $600 PER FOOT.

AND THAT WAS CONSISTENT BETWEEN ALL FOUR FOUR BIDS.

AND DISCUSSING WITH SOME OF THE CONTRACTORS A LOT OF THESE BIGGER CONTRACTORS THAT ROUTINELY BUY A LOT OF CONCRETE PIPE FROM THE SUPPLIERS SUPPLIERS IN THE

PAST TYPICALLY PROVIDED PRETTY SIZABLE DISCOUNTS TO THESE CONTRACTORS.

BUT NOW WITH INCREASES IN CONCRETE PRICES AND LACK OF AVAILABILITY AND STEEL PRICES, THOSE THOSE REDUCTIONS TO THOSE CONTRACTORS HAVE GONE AWAY.

AND IN SOME CASES, THE REDUCTIONS WERE AS MUCH AS 40%.

AND SO THAT HAS AGAIN, GONE AWAY, WHICH I'M GUESSING IS CONTRIBUTING TO THESE HIGH COSTS THAT WE'RE SEEING NOW.

I ALSO LOOKED AT DIFFERENCES BETWEEN HOLT MEYER'S BID AND THE SECOND LOW BID, WHICH WAS MATTHEW WOOD'S CONSTRUCTION.

THE DIFFERENCE BETWEEN THOSE TWO BIDS WAS ABOUT $116,000.

AND JUST ABOUT THAT ENTIRE DIFFERENCE WAS MADE UP BETWEEN THE DIFFERENCE OF WHAT HOLT MEIER BID ON THE COMMON EMBANKMENT NUMBERS.

MATTHEW HAS HAD A HIGHER UNIT COST THERE.

I SPOKE TO MATTHEW. IT'S A LITTLE BIT ABOUT WHY THEIR NUMBER WAS A BIT HIGHER AND THEY MUST HAVE HAD A LITTLE TOUGHER. THEY JUST HAD A HIGHER COST AND BRINGING THAT FILL MATERIAL IN.

AND SO OTHER THAN THAT, ONE DIFFERENCE IN THOSE TWO BIDS, THE REST OF THE BID WAS WAS PRETTY MUCH IDENTICAL.

AND SO AGAIN. THIS PROJECT.

SINCE IT'S A TOWNSHIP BRIDGE PROJECT, WE'RE GOING TO BE UTILIZING STATE AID TOWN BRIDGE FUNDS SINCE THE LOW BID WAS QUITE A BIT HIGHER THAN THE ENGINEER'S ESTIMATE.

I ALSO REACHED OUT YESTERDAY TO MINOT STATE AID AND THE INDIVIDUAL THAT OVERSEES THE STATE AID TOWNSHIP BRIDGE PROGRAM TO TALK ABOUT THE OVERAGE IN THE LOW BID COMPARED TO THE ENGINEER'S ESTIMATE AND IF IT WOULD BE ANY ISSUES AND RECEIVING THE ADDITIONAL STATE AID TOWN BRIDGE DOLLARS TO MAKE UP THIS DIFFERENCE.

THE STATE SAID IF THE BIDS LOOK APPROPRIATE AND AREN'T UNBALANCED, THAT THERE IS MONEY AVAILABLE IN THE ACCOUNT TO MAKE UP THIS DIFFERENCE. RIGHT NOW WE COULD THINK ABOUT REJECTING ALL BIDS AND REBIDDING THIS.

BUT MY OPINION IS, IS THAT OTHER THAN US ADJUSTING OUR ENGINEER'S ESTIMATE AND RAISING IT, THAT THE COSTS THAT WE WOULD RECEIVE WITH NEW BIDS WOULD BE PROBABLY QUITE SIMILAR TO WHAT WE'VE ALREADY RECEIVED.

THE CULVERTS ARE THE EXISTING CULVERTS ON ON KERN'S DRIVER AND VERY, VERY BAD CONDITION.

DURING BIDDING WE WHERE THE SCHEDULE WAS ORIGINALLY TO CONSTRUCT THIS PROJECT AND BE DONE WITH IT.

YET THIS FALL WE RECEIVED SEVERAL CALLS FROM CONTRACTORS THAT THE PRECAST MANUFACTURERS OF THE BOX CULVERT.

WE'RE TELLING THEM THAT THERE WAS ABSOLUTELY NO WAY THAT THEY COULD PRODUCE BOX CULVERTS AND DELIVER THEM YET THIS FALL TO CONSTRUCT THIS PROJECT, AND THAT THE EARLIEST THAT WE POTENTIALLY COULD SEE BOX CULVERTS SHOW UP IS PROBABLY EARLY NEXT SUMMER.

AND SO WE ISSUED AN ADDENDUM DURING THE ADVERTISING PHASE AND READJUSTED THE TIME FRAME THAT THIS PROJECT WOULD BE CONSTRUCTED TO BE NEXT SUMMER.

WE WOULD REMOVE TREES ON THE WEST SIDE THIS FALL TO ALLOW FOR UTILITIES TO BE RELOCATED.

BUT AGAIN, IF WE WOULD HAPPEN TO REJECT THE BIDS RE ADVERTISE, WE WILL LOSE OUR PLACE IN THE QUEUE FOR HAVING THE BOX CULVERT MORE LIKELY BUILT AND WE WOULD PROBABLY BE FORCED EVEN LATER NEXT YEAR INTO CONSTRUCTION OF THIS PROJECT, WHICH COULD BE PROBLEMATIC IF THOSE CULVERTS, EXISTING CULVERTS DON'T HOLD UP THAT LONG.

THEY ARE IN A PRETTY PRECARIOUS STATE.

SO MY RECOMMENDATION WOULD BE TO AWARD THIS CONTRACT TO ALTMIRE FOR THE BID AMOUNT OF $1,064,118.80.

TO BE DONE. AND I GUESS THE THE CONCRETE BOX CULVERTS ARE THAT'S WHAT THEY COST WHOLE DAY IS. RIGHT. I WOULD ASK COMMISSIONER HAACK, YOU'RE FAMILIAR WITH THIS AREA BY KEARNS ITSELF, BY NORTH LAKES, CORRECT.

AND SO HOW OLD WAS THAT CURRENT STRUCTURE? DO YOU HAVE A SENSE OF THAT? I THINK THEY WENT IN IN THE EARLY 1990S, SO THEY'RE NOT OVERLY OLD, TO BE QUITE FRANK.

I THINK SOME OF WHY THEY'RE THEY SHOULDN'T BE ALREADY FAILING AT THIS POINT.

BUT I THINK IT WAS POOR CONSTRUCTION WHEN THEY ORIGINALLY PUT IN.

I THINK THAT AREA DEVELOPER HAD DEVELOPED AND PUT THE STRUCTURE IN AND THEN WENT TO THE TOWNSHIP TO ASK THE TOWNSHIP TO TAKE OVER THE KEARNS DRIVE AND MAINTAIN THAT.

AND, AND MADAM CHAIR MEMBERS, AS I RECALL THE CONVERSATION, BELGRADE FOLKS WERE REALLY WANTED TO BE URGENT, BUT YOU HAD TO FOLLOW THE TIMING OF OF GETTING THOSE FUNDS, IF I'M REMEMBERING CORRECTLY, CORRECT? YEAH. THERE'S A LOT TO GO INTO DEVELOPING ONE OF THESE PROJECTS.

I MEAN, WE THAT IS A DNR PROTECTED STREAM THAT THESE CULVERTS CONVEY UNDERNEATH KEARNS DRIVE.

AND SO THERE'S A WHOLE PERMITTING PROCESS TO GO THROUGH.

YOU JUST DON'T SUBMIT A PERMIT AND SAY, LET US DO A PROJECT.

YOU HAVE TO HAVE DETAILED DOCUMENTATION ON WHAT THE ACTUAL IMPACTS WILL BE TO THE STREAM TO BE ABLE TO GET TO GET ONE OF THOSE PERMITS. AND THERE'S SOME PRETTY GOOD EROSION AND REALIGNMENT WORK THAT'S GOING TO BE NEEDED ON THE STREAM. AND SO THERE'S QUITE A BIT MORE WORK THAN JUST PUTTING THE BOX CULVERT IN.

SO THIS PROJECT IS A LONG LASTING AND GOOD PROJECT AND IF WE DO APPROVE THIS, YOU'LL BE IN TOUCH WITH BELGRADE TOWN OR THEY KNOW WHAT DIRECTION WE'RE HEADING.

YES, WE'VE BEEN IN CONSTANT COMMUNICATION.

BELGRADE TOWNSHIP'S BEEN WORKING ON ACQUIRING ALL THE RIGHT OF WAY NEEDED FOR THE PROJECT THAT IS THAT IS WRAPPING UP.

AND SO EVERYTHING IS KIND OF COMING TO GO TOGETHER OTHER THAN WE JUST CAN'T GET THE BOX COVERED AND AS SOON AS WE REALLY WANT IT.

I'VE BEEN OUT THERE AND AT. THAT SOUNDS ABOUT RIGHT.

HOW LONG ARE WE GOING TO BE THE CULVERT? DON'T TELL ME I DIDN'T BRING MY PLAN.

WELL, MAYBE I CAN TELL YOU I GOT THE I GOT THE LINEAR FEET OF FOX NEEDED.

UM, SO THE BOX ITSELF IS 144 FEET LONG.

PLUS YOU GOT APRONS THAT ADD PROBABLY ANOTHER 25 FEET ON BOTH ENDS TO BE ALMOST 200 FEET.

GOING TO BE MORE THAN DOUBLE.

WHAT'S THERE NOW OR ABOUT DOUBLE? OH, YEAH. RIGHT NOW THE ROAD DOES NOT MEET ANY MINIMUM STATE AID DESIGN STANDARDS FOR FOR ROAD WIDTH AND SLOPE WIDTH.

AND SO TO GET THE REQUIRED SLOPE EDGE AND THE CLEAR ZONE REQUIRES US TO GO OUT THAT FAR WITH THE BOX, IT'S GOING TO BE A SIGNIFICANT IMPROVEMENT. PLUS, TO MEET A 30 MILE PER HOUR DESIGN SPEED, WE HAVE TO RAISE THE GRADE OF THE ROAD TO FLATTEN OUT THAT SAME VERTICAL CURVE THROUGH THERE.

AND SO WE'RE PROBABLY RAISING THE ROAD FIVE, SIX, SEVEN FEET HIGHER THAN WHERE THE CURRENT CULVERT CROSSING IS.

AND THERE AREN'T A WHOLE LOT OF COUNTY FUNDS INVOLVED IN THIS.

THERE'S ZERO COUNTY FUNDS INVOLVED.

AND SO YOUR TIME AND YOUR PEOPLE'S TIME, WELL, OUR OUR PEOPLE, THE COUNTY STAFF TIME IS EXPENDED ON THIS.

WE WILL BUILD BACK TO THE TOWNSHIP.

THE TOWNSHIP IS ON THE HOOK FOR A MINIMUM OF $10,000 WORTH OF ENGINEERING FEES, WHICH WE'VE ALREADY EXPENDED.

THOSE ALONE WITH STONY BROOK ENGINEERING CONTRACT.

SO THE TOWNSHIP'S GOT 10,000 AND ENGINEERING FEES, THEY HAVE $10,000 IN NON PARTICIPATING CONSTRUCTION COSTS, WHICH THEY'RE GOING TO HIT.

AND SO ANYTHING ABOVE AND OVER THE ENGINEERING OR THESE NON PARTICIPATING FOR THE TOWNSHIP, THEN STATE AID TOWN BRIDGE FUNDS WILL COVER ALL THE REST OF THOSE COSTS.

THE ONLY OTHER COST THAT THE TOWNSHIP HAS IS RIGHT AWAY COSTS, WHICH IS A SOLE EXPENSE FOR THE TOWNSHIP STATE AID TOWN BRIDGE FUNDS DON'T COVER

SO THEN THEY HAD TO GO TO THEIR ATTORNEYS AND THEIR I.T.

PEOPLE TO CLEAN IT UP.

SO THIS WILL BE REPORTED AT OUR SEPTEMBER MEETINGS, OUR AMC RESEARCH MEETING AND ALEC'S COMING UP.
