>> WELL, I'D JUST LIKE TO START WITH THANKING YOU FOR SEEING US TODAY AND THROUGH THE EARS AND GIVING US THIS OPPORTUNITY TO UPDATE YOU ON WHERE WE'RE AT IN TERMS OF THE PROJECTS WE HAVE AND THE FUNDING THAT WE HAVE AND WHAT WE SEE AS OUR FUTURE AND WHAT WE SEE COMING ONTO THE NEEDS OF THE SYSTEM AND HOW WE ARE RESPONDING TO THEM.

I WANT TO THANK ANGIE PILL TABER FOR BEING WITH ME TODAY.

SHE WILL ALSO PREPARE A PORTION OF THE PRESENTATION.

IT CAN NEVER SAY IT ENOUGH THAT LAST PORTION OF 14 PUTTING TOGETHER THAT FINANCIAL PACKAGE, YOUR COMMITMENT TO THAT PROJECT WAS ESSENTIAL TO GETTING TO THE FINAL LEG.

THANK YOU FOR THAT. AGAIN, TODAY, WE WANT TO JUST TALK QUICKLY ABOUT HOW WE ARE PLANNING TO INVEST IN OUR SYSTEM MOVING FORWARD.

TALK A LITTLE BIT JUST TO MAKE SURE EVERYBODY'S ON THE SAME PAGE IN TERMS OF OUR PROJECT DELIVERY CYCLE.

WE HAVE OUR LOOK AHEAD FOR TEN YEARS AND WHAT WE HAVE FOR PLANNED PROJECTS, AND WE ALSO TALK TO YOU ABOUT WHERE OUR SYSTEM IS AT IN TERMS OF IT'S PERFORMANCE AND WHERE WE THINK OUR SYSTEM IS GOING AND HOW IT'LL LEAD TO INVEST IN OUR SYSTEM THROUGH THE YEARS.

AGAIN LIKE I MENTIONED EARLIER AT FIRST, WORKING TOGETHER WITH NICOLLET COUNTY HAS BEEN A GREAT ASSET TO OUR COMMUNITIES AS WE WORK TOGETHER THROUGH THE YEARS.

IN YOUR PACKET HERE YOU'LL HAVE OUR PRESENTATION ON THE LEFT HAND SIDE AND WE ALSO HAVE ON THE RIGHT HAND SIDE WE HAVE SOME INDIVIDUAL THINGS THAT ANGIE WILL GO OVER IN TERMS OF OUR CAPITAL PROGRAM.

ONE OF THE THINGS WE'D LIKE TO TALK ABOUT IS WE'RE CURRENTLY IN THE REDRAFT AT THE MEND-SHIP DIRECTIONS.

WHAT YOU'LL SEE HERE IS THE CHART THAT'S CURRENTLY, IT'S GOING TO BE COMING OUT HERE SHORTLY AND IT'S SHOWING WHERE WE'RE GOING TO BE INVESTING THE DOLLARS THAT WE RECEIVE FOR THE STATE AS A WHOLE.

WE'RE LOOKING AT $31.5 BILLION OVER THE NEXT 20 YEARS.

THIS GIVES YOU A GOOD INDICATION AS TO WHEN WE LOOK AT OUR SYSTEM AND PERFORMANCE OF OUR SYSTEM WHERE WE'RE GOING TO BE INVESTING THOSE DOLLARS.

YOU CAN SEE THAT PAVEMENT CONDITION IS STILL TAKING A LARGE AND ALWAYS WILL TAKE LARGE PORTION OF IT AT 37% AND THEN BETWEEN PAVEMENTS AND BRIDGE IS OVER 50% OF THE DOLLARS THAT WE'RE ANTICIPATING THAT WILL BE INVESTED.

GROWTH SIDE INFRASTRUCTURE IS ANOTHER MAIN LARGE PORTION OF IT AT 7% AND THEN ALSO OUR PROJECT DELIVERY DOLLARS THAT WE HAVE IN THERE IS ANOTHER LARGE PORTION OF IT.

BUT THAT'S WHAT PAYS FOR THIS STAFF, THE CONSTRUCTION, THE ADMINISTRATION, THE RIGHT OF WAY AND EVERY OTHER INVESTMENTS THAT WE HAVE.

RIGHT NOW WE DO NOT HAVE THE MONEY IN HERE THAT IS REPRESENTED BY THE DOLLARS THAT WE RECEIVE FROM THE LEGISLATURE THIS YEAR.

WE'RE STILL WORKING OUR WAY THROUGH THAT, WHAT DOES THAT MEAN MAKE SURE THAT WE CLEARLY UNDERSTAND THE LEGISLATION AND WHAT DOES THAT LOOK LIKE COMING UP HERE.

I WOULD IMAGINE HERE IN A MONTH OR SIX WEEKS WE'LL HAVE BETTER INDICATORS TO WHERE WE'RE AT ON THOSE DOLLARS.

YOU CAN ALSO SEE HERE'S OUR SYSTEM.

WE RUN OUR SYSTEM EVERY YEAR WITH THE PAVEMENT CONDITION BAND THAT GIVES US A GOOD INDICATION OF HOW WELL OUR PAVEMENTS ARE PERFORMING.

WE ALL KNOW THAT OUR PAVEMENTS THIS SPRING DID NOT PERFORM VERY WELL AND SO THAT IS PROBABLY GOING TO SHOW UP HERE THIS NEXT YEAR WHEN WE SHOW UP NOW IN TERMS OF WHERE OUR PAVEMENTS ARE AT.

BUT WE TYPICALLY TRY TO KEEP THE NATIONAL HIGHWAY SYSTEM, WHICH IS ALSO THE HIGHER VOLUME ROADS.

AGAIN, WE TRIED TO KEEP THAT ABOVE 65% AND THE POOR LESS THAN FOUR PERCENT AND IT SHOWS THE REPRESENTATIVE LANE MILES IN AND THEN OUR LOWER VOLUME ROADS.

YOU CAN SEE WHERE WE'RE AT IN TERMS OF WHERE THOSE ROADS ARE WITHIN OUR SYSTEMS IN OUR 13 COUNTY AREA.

THEN OVER HERE IN THE NEXT SLIDE IS WHAT THE PERFORMANCE IS RIGHT NOW.

GREEN IS GOOD, YELLOW IS THAT FAIR, IT'S IN-BETWEEN THAT PORE AND THE GOOD.

YOU CAN SEE THAT WE HAVE ON OUR SYSTEM VERY FEW AREAS THAT SHOW UP AS POOR HERE IN OUR CURRENT STATE RIGHT NOW.

NOW, WHEN I SHOW THIS AND WHEN I TALK TO PEOPLE, THEY SAY, NOW WAIT A MINUTE [LAUGHTER] I'VE BEEN TRAVELING X ROAD AND IS NOT DOING VERY WELL AND THAT CAN VERY WELL BE THE CASE OF THIS DATA IS FROM LAST YEAR ALREADY SO IS ONE YEAR LEG ON THE DATA.

IT'LL BE INTERESTING TO SEE WHERE WE'RE AT THIS YEAR IN TERMS OF OUR OVERALL PERFORMANCE.

ALSO IN HERE, AGAIN ON BRIDGES ON THE NATIONAL HIGHWAY SYSTEM, 55% THAT GOOD OR ABOVE AND LESS THAN 5% POOR AND LESS THAN 8% POOR ON THE NON HHS SYSTEM WHEN YOU CAN SEE THAT WE HAVE ONLY A FEW BRIDGES THAT ARE SHOWING UP IN THAT POOR CONDITION AND WE'RE GOING TO BE WORKING ON THOSE.

THOSE ARE THE BRIDGES IN AND AROUND MANKATO, OVER THE RIVER.

WE'VE MENTIONED IT BEFORE, WE'RE LOOKING AT ABOUT 10 YEARS FROM NOW AS A RE-DECOR AND A REPLACEMENT AND WE'RE GOING TO BE GOING DOWN THAT PATH OF TRYING TO FIGURE OUT WHAT OUR HIGHWAY 4 NEEDS TO LOOK LIKE HERE IN THE YEARS AHEAD AS WE PLAN FOR THE FUTURE.

WE ARE DOING SOME WORK ON THOSE BRIDGES TO GET THEM TO THAT NEXT 10 YEAR CYCLE AND THEN ALSO THE BRIDGE IN MANKATO IS ALSO WHERE THAT BRIDGE WAS BUILT IN AN ERA WHERE WE DIDN'T USE THE PROXY CODED BARS ON BOTH.

WE HAVE AN UPPER CAGE AND A LOWER CAGE ON A BRIDGE DECK AND WE USE BLACK BARS UNDERNEATH AND THAT IS SHOWING WHERE AND IS BECOMING A SAFETY HAZARD FOR US.

GET SOME IMPROVEMENTS TO THAT BRIDGE.

THERE WAS PRE ADA AND SO THERE'S OTHER IMPROVEMENTS THAT WE CAN MAKE TO THAT BRIDGE TO SUPPORT THE MOVEMENT OF PEDESTRIANS AND BICYCLES.

AGAIN, WHEN WE TALK ABOUT WHERE WE'RE AT AND IN TERMS OF OUR OVERALL PROJECT DELIVERY CYCLE, WHEN WE LOOK AT THAT 10-YEAR PROGRAM OR THE CHIP, THAT'S WHAT WE TALK ABOUT WHAT'S COMING INTO THE PROGRAM, WHY WE'RE LOOKING AT IT.

THAT'S WHY WE'RE LETTING YOU KNOW WHAT'S COMING ONTO OUR RADAR

AND WE HAVE THE CONVERSATIONS WITH THE SEST AND HIS COUNTERPARTS THROUGHOUT OUR DISTRICT AND START TO LOOK AT WHERE WE ARE AT FOR ROADS AND HOW WE ARE GOING TO INTERACT WITH EACH OTHER.

THAT'S ALSO WHERE WE START THE ENGAGEMENT PROCESS OF GOING OUT TO OUR COMMUNITIES AND SAYING WHAT ARE THE ISSUES THAT YOU SEE FROM YOUR PERSPECTIVE.

BEING HERE IN NICOLLET COUNTY, BEING ASSOCIATED WITH ST. PETER AND HAVE BEEN A PART OF THIS FOR MANY YEARS AND MANY DIFFERENT PROJECTS.

THEN ONCE WE GET DOWN TO THAT FOUR-YEAR CYCLE WHERE THE ATP COMES IN IS THAT SELECTION OF PROJECTS THAT GET INTO THE PLANNED PROGRAM.

I USED TO BE ABLE TO SAY WE'RE JUST COMMITTED TO DELIVERING THOSE PROJECTS WHEN THEY COME INTO THE PROGRAM BUT THE LAST COUPLE OF YEARS IT'S BEEN MORE OF A STRUGGLE TO MANAGE THE MONIES STATE WIDE AND WE'VE HAD TO MAKE SOME MOVEMENTS ON PROJECTS IN ORDER TO MANAGE OUR MONIES GOING FORWARD.

THE INCREASED COSTS, YOU'VE SEEN IT IN THE WORK THAT YOU'RE DOING AND THE INCREASED COST THAT WE'RE SEEING WE'VE HAD TO MOVE MONEY AROUND AND THEN TO DELIVER THE PROJECTS.

HERE, I THINK I'M GOING TO TURN IT OVER TO ANGIE.

YOU'RE ALSO THE FIRST COUNTY TO GET OUR PRESENTATIONS SO WE'RE PROBABLY WORKING A FEW THINGS OUT AS WE GO.

WE'RE GOING TO TALK ABOUT OUR PROJECTS.

YOU'LL HAVE THREE MAPS IN YOUR FOLDERS ON THE RIGHT SIDE, YOU'VE GOT CONSTRUCTION MAP ON THE TOP AND THEN YOU HAVE A MAP THAT COVERS OUR FIRST FOUR YEARS OF OUR PROGRAM STIP, AND THEN THE LAST MAP WILL BE THE CHIP MAP FOR THE LAST FIVE YEARS OF THE PLAN.

STARTING WITH CONSTRUCTION THIS IS WHERE WE HAVE CONSTRUCTION THROUGHOUT DISTRICT 7.

WHAT'S IMPORTANT TO UNDERSTAND HERE ABOUT THIS PARTICULAR MAP IS THAT WE ARE DELIVERING APPROXIMATELY $133 MILLION IN PROJECTS DURING THESE FOUR YEARS.

THAT INCLUDES THE SECOND AND THE FINAL YEAR OF THE US14 PROJECT, THE SECOND YEAR OF THE CONCRETE OVERLAY AROUND NADILIA ON HIGHWAYS 15 AND 16, AND ALSO THE FIRST YEAR OF THE I90 [INAUDIBLE] OVERLAY IN FEDERAL COUNTY, THAT'S BETWEEN BLUE EARTH AND HIGHWAY 22 AT THE OTHER SIDE OF THAT PARTICULAR ROAD.

THIS IS THE OVERALL CONSTRUCTION MAP AND WE'LL GET INTO SOME PICTURES HERE, SHOWING YOU SOME OF THE WORK THAT WE'RE DOING RIGHT NOW IN NICOLLET COUNTY.

THERE'S A LITTLE BIT OF AN OLDER PICTURE, BY NOW ALL THE CONCRETE IS ON THE NORTH FIRM LANES OF 169.

BUT THIS IS THE WORK AT THE US 169 AND 22 INTERSECTION IMPROVEMENT AND THE MINNESOTA 99 [INAUDIBLE] IS BEING WORKED ON NOW.

THAT'S TAKEN DURING THE CONSTRUCTION.

THIS AN $8.19 MILLION TO IMPROVE SAFETY AND TRAFFIC FLOW AT THIS INTERSECTION, PRIME CONTRACTOR IS [INAUDIBLE] SO THE THE NORTH FARM LANES ARE ALREADY WRAPPING UP, CONTRACTOR HAS SWITCHED OVER, SO NOW ALL THE TRAVEL IS ON NORTHBOUND AND SOUTHBOUND IS UNDERWAY.

HOPEFULLY, WE WILL BE COMPLETING THAT PROJECT SOMETIME IN OCTOBER LEVERING PROGRESS DEPENDENT.

ANOTHER PROJECT THAT I THINK WE'RE ALL FAMILIAR WITH THAT AFFECTS A LOT OF DIFFERENT TRAVELERS AROUND THE AREA INCLUDING THOSE FROM THIS AREA IS THE US 14 EXPANSION PROJECT, WE HAVE A LOT TO GO.

NICE PICTURE HERE IS A FAIRLY RECENT OF THE CONSTRUCTION THAT HAS BEEN COMPLETED. THIS IS TAKEN FROM THE COUNTY ROAD 37 BRIDGE AND HERE YOU CAN SEE BOTH OF THE LANES AND THE RAMPS ARE AT THE EXTENSE OF THE PICTURE AND YOU'LL WHERE THOSE ARE BEING BUILT UP.

COMPLETION FOR THIS IS ALSO SCHEDULED FOR OCTOBER WEATHER-DEPENDENT, SO WE'RE HOPEFULLY TRACKING ON THAT ONE PRETTY WELL TOO.

>> AND NEED US TO SAY WE ARE GOING TO HAVE A LITTLE CELEBRATION.

LOOKING FORWARD TO THAT, A CULMINATION OF MY 36-YEAR CAREER.

>> ONE THING TO KEEP IN MIND IS THIS IS AN $83.5 MILLION DOLLAR PROJECT OVER TWO YEARS, SO THIS IS A PRETTY BIG ONE FOR THE DISTRICT.

BEFORE WE GET INTO THE PROJECTS THAT ARE UPCOMING ON BOTH OUR STIP AND OUR CHIP YEARS, JUST QUICKLY GO THROUGH THE DISTRICT 7 FUNDING TARGET FOR 24 THROUGH 33.

ON THE LEFT YOU CAN SEE THE STIP FUNDING TARGETS ON THE RIGHT, WHERE THAT RED LINE IS AND THE BLUE TAKES OVER, THOSE ARE THE CHIP YEARS.

BASICALLY, WHAT YOU ARE SEEING HERE, THESE ARE THE DOLLARS GREG MENTIONED THIS EARLIER THAT DO NOT INCLUDE THE ADDITIONAL REVENUES AND THE ADDITIONAL FUNDING THAT THE LEGISLATURE MADE AVAILABLE JUST RECENTLY.

THAT'S ANTICIPATED TO BE ANOTHER $5 BILLION OVER THE NEXT 20 YEARS.

THAT'S NOT ACCOUNTED FOR IN THESE NUMBERS, SO AS SOON AS I SHOW YOU THIS GRAPH, IT'LL PROBABLY CHANGE IN THE NEXT COUPLE OF WEEKS HOPEFULLY.

WITH THAT BEING SAID, YOU CAN SEE THE BLUE LINES ARE THE DISTRICT FUNDS, THE GREEN LINES THAT ARE STACKED ON TOP OF SOME OF THESE ARE EXTERNAL FUNDS.

THOSE ARE FUNDS THAT COME OUT OF OUR CENTRAL OFFICE QUITE FREQUENTLY.

THEY WOULD BE FOR REST AREAS, BUT THEY CAN ALSO REPRESENT BONDING MONEY GRANTED BY THE LEGISLATURE, SO YOU CAN SEE THE FLUCTUATIONS IN THIS.

WE'RE RESPONSIBLE FOR PROGRAMMING ALMOST 300 MILLION ON THE STIP SIDE, AND ON THE CHIP SIDE, THIS IDENTIFIES ABOUT $630 MILLION WORTH OF PROJECTS, SO WE'RE JUST UNDER 1$ BILLION FOR THE ENTIRE 10-YEAR PLAN.

[LAUGHTER] MOVING ON TO THE STIP PROJECTS, THESE ARE OF COURSE THE 2024 THROUGH 2027.

IN NICOLLET COUNTY, YOUR MAP ACTUALLY THAT YOU HAVE IN YOUR PACKET HAS THE ENTIRE DISTRICT, AND WE'RE HAPPY TO ANSWER QUESTIONS ABOUT ANYTHING IF YOU DO HAVE A QUESTION.

HERE WE ARE JUST FOCUSING ON THE PROJECTS IN NICOLLET COUNTY.

YOU CAN SEE THAT WE HAVE HIGHWAY 22 PROGRAMMED BETWEEN COUNTY ROAD 20 IN NICOLLET AND HIGHWAY 111, THIS IS ON THE WEST SIDE OF ST. PETER.

THAT WAS MOVED TO 2027, BUT THE PROJECT WILL BE READY TO DELIVER IN 2025 OR 2026.

GREG MENTIONED THE VETERANS BRIDGE, THAT'S THE SMALL YELLOW DOT SITTING ON, LOOKS LIKE 14 AND 69, BUT IT'S SOMEWHERE IN THAT AREA.

THESE ARE TOUGH TO DO WITH GRAPHICS SOMETIMES WITH SUCH A LARGE SCALE.

THAT'S BETWEEN MANKATO OR NORTH MANKATO.

WE HAD TO MOVE THAT PROJECT TO 2026.

THE CITY OF MANKATO DOES OWN A PORTION OF THAT STRUCTURE, SO WE ARE WORKING TOGETHER WITH THE CITY TO COORDINATE THAT FUNDING SIDE.

WE ALSO HAVE THE US 169 PROJECT IN MANKATO AND NORTH MANKATO.

THIS IS RIVERFRONT DRIVE TO NORTH OF US 14.

THAT REMAINS IN 2027, BUT OF COURSE, 2027 IS NOW IN STIP, SO BASICALLY IT IS MOVED TO THE STIP.

IF YOU HAVE ANY QUESTIONS ON THESE.

PETER WILL BE IMPACTED OBVIOUSLY BY THE 22 PROJECT COMING UP HERE ALSO.

PETER THAT WILL BE UNDERWAY AND THAT WILL BE A TWO-YEAR PROJECT FROM '24-'25.

MOVING ON TO THE CHIP, OBVIOUSLY THESE ARE PLANNED PROJECTS.

IF YOU TAKE NOTHING ELSE AWAY FROM THIS PRESENTATION TODAY, UNDERSTAND THAT PROJECTS THAT ARE IN THE CHIP TYPICALLY DO MOVE AROUND AND THAT'S BECAUSE THE FUNDING IS ALL BASED ON ESTIMATES AND ASSET DOLLARS ACTUALLY.

AS WE GET CLOSER TO THE STEP YEARS, THOSE DOLLARS START TO CHANGE, SO THAT SOMETIMES CHANGES OUR PLAN.

AS I SAID, THIS REPRESENTS ABOUT $633 MILLION IN PLANNED PROJECTS.
