I HAVE LIVED THERE FOR 50 YEARS.

I'M 74 YEARS OLD, AND I AM THE MOTHER OF TWO.

GRANDMOTHER OF SEVEN.

I AM CURRENTLY, AND FOR THE LAST 35 YEARS, HAVE WORKED AT MINNESOTA VALLEY TESTING LABS.

THE REASON I AM HERE THIS MORNING I AM HAVING DIFFICULTY WITH MY NEIGHBORS NEXT DOOR.

THEY HAVE BEEN HARASSING ME.

THEY HAVE TRIED TO BAN ME FROM USING AN EASEMENT ROAD, WHICH I HAVE TRAVELED ON FOR 50 YEARS.

NOW THEY HAVE PUT UP A FENCING THAT IS IN THE EASEMENT DITCH ON MY SIDE, RIGHT IN FRONT OF MY YARD AND SIDE YARD.

WHAT I REALLY WOULD LIKE TO KNOW IS HOW DO I ADDRESS THIS? HOW WHO DO I TAKE TO? BECAUSE I, FROM WHAT I'M SEEING, THERE ARE STATUTES, VERY LIMITED STATUTES FOR NICOLLET COUNTY, BUT THERE ARE MINNESOTA STATUTES THAT ADDRESS THIS.

AND, I WOULD LIKE TO KNOW WHO I NEED TO GO TO TO GET INFORMATION AND TO RESOLVE THIS ISSUE.

I HAVE SOUGHT COUNSEL AND THEN DEALING WITH A SITUATION THERE.

I ALSO HAVE CONTACTED, UH, NICOLLET COUNTY DISTRICT ATTORNEY REGARDING THIS FOR THE HARASSMENT ISSUES.

SO, WHICH HAVE SORT OF STOPPED.

THE MOST RECENT ISSUE IS I GOT A LETTER FROM THE POST OFFICE REQUESTING I MOVE MY MAILBOX BECAUSE THEY SAY THAT IT IS ON THE PRIVATE ROAD.

SO, I GUESS THAT IS MY MAIN QUESTION AS TO WHAT DO I NEED TO DO TO GET THIS ISSUE RESOLVED AND MAKE MY HOME THE SAFE HAVEN THAT IT HAS BEEN FOR THE LAST 50 YEARS? THANK YOU. MARY.

WE HAVE OUR ANNUAL PROCLAMATION, THIS MORNING TO BE READ BY ONE OF OUR LIGHTHOUSE ON MARSHALL MEMBERS.

MY JOB AND HONOR TODAY IS TO READ THE PROCLAMATION.

ABOUT MAY IS MENTAL HEALTH MONTH.

WHEREAS MENTAL HEALTH IS ESSENTIAL TO OVERALL PHYSICAL HEALTH AND EMOTIONAL WELL-BEING.

AND WHEREAS MILLIONS OF PEOPLE OF ALL AGES AND BACKGROUNDS ARE AFFECTED BY MENTAL ILLNESS EACH YEAR.

WHEREAS 1 IN 5 ADULTS EXPERIENCE MENTAL ILLNESS AND 17% OF YOUTH AGES SIX THROUGH 17 YEARS OF AGE EXPERIENCE MENTAL HEALTH DISORDERS.

AND WHEREAS 50% OF ALL LIFETIME MENTAL ILLNESS BEGINS BY AGE 14 AND 75% BY AGE 24, WITH THE AVERAGE DELAY BETWEEN ONSET OF SYMPTOMS AND TREATMENT BEING 11 YEARS.

AND WHEREAS 160 MILLION PEOPLE LIVE IN AREAS DESIGNATED AS HAVING SHORTAGES IN MENTAL HEALTH PROFESSIONALS, AND WHEREAS STIGMA CONTINUES TO BE A BARRIER TO PEOPLE GETTING THE HELP THEY NEED.

AND WHEREAS NICOLLET COUNTY OBSERVES MENTAL HEALTH MONTH EVERY MAY TO INCREASE UNDERSTANDING OF THE IMPORTANCE OF MENTAL HEALTH AND PROMOTE THE PEOPLE WHO HAVE MENTAL ILLNESSES, CAN LIVE FULL AND PRODUCTIVE LIVES.

AS PART OF THIS TOPIC, BEFORE WE MOVE ON TO COLLABORATIVE SAFETY, I WOULD ALSO LIKE TO TAKE THIS OPPORTUNITY TO HIGHLIGHT A FEW THINGS SOME OF OUR MENTAL HEALTH TEAMS ARE DOING AT THE LIGHTHOUSE ON MARSHALL RIGHT NOW.

THE REMODEL IS UNDERWAY, SO THE WALLS HAVE ALL COME DOWN TO CREATE AN OPEN SPACE THAT WILL BE USED FOR DROP IN HOURS AND OTHER LARGE ACTIVITIES USING SHIP GRANT FUNDS. WE ARE PUTTING UP GARDEN BEDS AND STARTING A GARDENING GROUP TO GROW VEGETABLES FOR USE IN COOKING GROUPS POST-COVID.

WE ARE NOW LOOKING TO START OUR VOLUNTEER PROGRAM AGAIN AT THE CLUBHOUSE SO THAT MEMBERS HAVE OWNERSHIP IN THE CLUBHOUSE BY PROVIDING OUTREACH, ANSWERING PHONES, CONTRIBUTING TO THE OPERATIONS AND THE CLUBHOUSE HAS SEEN A STEADY INCREASE IN ATTENDANCE THIS YEAR IN COMPARISON TO 2022, WHICH IS REALLY GREAT TO SEE.

OUR ADULT MENTAL HEALTH AND CHILD WELFARE TEAM MEMBERS DEVELOPED A HOMELESSNESS PREVENTION PROGRAM USING FUNDING FROM THE DEPARTMENT OF REVENUE.

SINCE IMPLEMENTATION THIS JANUARY, WE'VE SERVED 51 ADULTS AND CHILDREN BETWEEN 16 FAMILIES.

WE'VE PARTNERED WITH THE SAINT PETER'S SCHOOL DISTRICT TO INCREASE CHEMICAL DEPENDENCY, COMMUNITY EDUCATION, AND PREVENTION FOR ADOLESCENTS.

WE HAVE CHANGED OUR OUTREACH TO INCREASE IT FOR PEOPLE WHO ARE PLACED ON 72 HOUR HOLDS, AND THOSE WHO ARE SEEKING JUST GENERAL ASSISTANCE THROUGH HEALTH AND HUMAN SERVICES.

OUR PREVENTION WORKGROUP IS FOCUSING ON TOPICS SUCH AS PRENATAL EXPOSURE AND FAMILY HOME VISITING ACROSS THE FULL DEPARTMENT, PROMOTING HEALTH AND WELL-BEING FOR ALL FAMILIES.

OUR CHILDREN'S MENTAL HEALTH TEAM IS LOOKING FORWARD TO OFFERING A SECOND SUMMER OF SKILLS GROUPS, TEACHING KIDS NEW ACTIVITIES, AS WELL AS HOW TO WORK COOPERATIVELY AND BUILD PEER CONNECTIONS.

WE'VE BEEN CREATIVE WITH OUR USE OF THE RESPITE GRANT.

SO NOT JUST USING IT FOR TRADITIONAL RESPITE, BUT ALSO THINGS LIKE SUMMER CAMPS, ART SUPPLIES, STATE PARK PASSES AND FINANCIAL ASSISTANCE FOR FAMILIES TO OFFER THEIR CHILDREN RECREATION ACTIVITIES.

AND RECENTLY, THE REGION ESTABLISHED A CHILDREN'S CABINET.

THE FOCUS OF THAT GROUP IS TO IDENTIFY CURRENT GAPS, AS WELL AS HOW TO BETTER LEVERAGE AREA STRENGTHS AND RESOURCES TO SERVE OUR FAMILIES.

MOST RECENTLY, THIS GROUP WAS ABLE TO DEVELOP A CONTRACT FOR PSYCHIATRIC CONSULTATION FOR CHILDREN'S SERVICES, WHICH IS SOMETHING WE'VE NEVER BEEN ABLE TO HAVE IN THE PAST.

SO JUST A BRIEF OVERVIEW OF THOSE THINGS THAT HAVE BEEN IMPLEMENTED RECENTLY.

THAT'S A LOT OF ACTIVITY.

MS. SASSENBERG. AND I THINK IT'S IMPORTANT TO NOTE THAT, WE HAVE STAFF WHO ARE ABLE TO PROVIDE THESE SERVICES TO FOLKS IN OUR COMMUNITY.

I MIGHT ASK YOU, HOW IS THE BUILDING WORKING FOR? FOR THIS ENTERPRISE THAT WE'RE WORKING ON.

HOW IS THAT PROPERTY COMING INTO SHAPE FOR YOU FOLKS? AT LIGHTHOUSE ON MARSHALL? YES. I THINK OVER THE PAST YEAR IT'S SERVED WELL.

I THINK WE'RE THE MOST EXCITED NOW SEEING THOSE WALLS COME DOWN.

THERE HAVE BEEN SOME GROUP ACTIVITIES WHERE PEOPLE WERE HAVING TO BE IN DIFFERENT ROOMS THROUGHOUT THE WHOLE BUILDING, BECAUSE OF THE MAKEUP OF IT BEING A CLINIC PREVIOUSLY.

SO AS SOON AS IT'S DONE, WE'LL MAKE SURE TO GET PICTURES TO THE BOARD AND HAVE AN OPEN HOUSE.

WE NORMALLY WOULD DO THAT IN MAY FOR MENTAL HEALTH MONTH, BUT IT'S RIGHT IN THE MIDDLE OF CONSTRUCTION.

OUR AGENCY WORKS WITH HEALTH AND HUMAN SERVICE AGENCIES, PUBLIC SAFETY AGENCIES FROM BROOKLYN TO BOZEMAN.

WE'RE IN VARIOUS AGENCIES ACROSS THE COUNTRY HAVE A PRETTY LARGE FOOTPRINT IN MINNESOTA AS WELL.

AND WE'RE VERY EXCITED, AS CASSIE JUST SHARED, THAT WE'RE GOING TO BE STARTING OUR TWO DAY SAFETY LEADERSHIP WITH HER LEADERSHIP TEAM.

SO I'M GOING TO GIVE YOU A LITTLE BIT OF A BACKGROUND ON COLLABORATIVE SAFETY.

SO COLLABORATIVE SAFETY USES A SCIENCE.

IT'S FOUNDED IN A SCIENCE CALLED HUMAN FACTORS AND SYSTEMS SAFETY ALSO KNOWN AS SAFETY SCIENCE.

AND IT ORIGINALLY STARTED IN SAFETY CRITICAL INDUSTRY AVIATION ENGINEERING, NUCLEAR POWER.

AND IT REALLY FIRST STARTED WITH HOW DO WE HANDLE CRITICAL INCIDENTS.

AND THEN WHAT WE LEARNED VERY QUICKLY IS AS THE SCIENCE EVOLVED, NOT ONLY CAN THIS SCIENCE SUPPORT CRITICAL INCIDENTS, IT CAN SUPPORT EVERYDAY INCIDENTS, EVERYDAY LEADERSHIP AND MANAGEMENT. AND THAT'S WHAT WE'RE GOING TO GO THROUGH TODAY.

VERY BRIEFLY, WE'RE GOING TO START HIGH LEVEL.

AND WHEN WE THINK ABOUT CRITICAL INCIDENTS IN HEALTH AND HUMAN SERVICES.

INTERESTING PATTERNS EMERGE.

IF WE TAKE A TOUR ACROSS THE UNITED STATES THROUGH VARIOUS INDUSTRIES.

SO WE'RE GOING TO START WITH INCIDENTS AND THEN THEIR RESPONSES, AND WE'LL START IN CHILD WELFARE AND WE'LL GO THROUGH A COUPLE DIFFERENT AREAS.

SO IN THE STATE OF FLORIDA, WE GO BACK A FEW YEARS AND SEE SOME HEADLINES OF THIS HIGH PROFILE CRITICAL INCIDENT.

THIS IS TYPICALLY FOLLOWED BY PUBLIC OUTRAGE.

AND THEN PEOPLE START GETTING FIRED.

IF WE LOOK TO GEORGIA, WE SEE A HIGH PROFILE EVENT, TYPICALLY FOLLOWED BY PUBLIC OUTRAGE.

PEOPLE START GETTING FIRED.

WE LOOK TO ILLINOIS.

HIGH PROFILE CRITICAL INCIDENT.

PUBLIC OUTRAGE.

PEOPLE START GETTING FIRED.

SO YOU COULD PROBABLY GUESS THE FIRST SLIDE IN MASSACHUSETTS IS THAT HIGH PROFILE EVENT.

THE OUTRAGE.

PEOPLE GET FIRED.

I WOULD ALSO ADD THAT THIS SAME PATTERN HAPPENED IN MINNESOTA, IF YOU ALL RECALL, BACK IN 2015, WITH THE HIGH PROFILE CHILD DEATH OF ERIC DEAN IN POPE COUNTY AND THE GOVERNOR'S TASK FORCE, WE SAW THE SAME PATTERN.

HAD A LOT OF UNINTENDED CONSEQUENCES TO MINNESOTA'S CHILD WELFARE SYSTEM AND ULTIMATELY THE WORKFORCE AND THOSE THAT WERE SERVING EVERY DAY IN CHILD WELFARE.

YEAH, AND A LOT OF STATES HAVE THIS PATTERN REPEATED OVER AND OVER AGAIN.

SO IF WE LOOK TO DISABILITY SERVICES AND RESIDENTIAL CARE, DIFFERENT PATTERNS EMERGE WHEN WE HAVE CRITICAL INCIDENTS.

SO WE'LL SEE IN ALBANY THIS WAS A PROVIDER AGENCY.

THEY WERE DROPPING A VAN OFF TO GET REPAIRED.

THEY ACCIDENTALLY LEFT ONE OF THE ADULTS WITH INTELLECTUAL DISABILITIES ON THE VAN.

TRAGICALLY HE DIED.

THE RESPONSE WAS FIRED THE WORKER, ADD MORE PAPERWORK, ADD MORE DOCUMENTATION, ADD MORE PROTOCOL.

WE HAVE A SEIZURE MED THAT WAS NOT GIVEN TO ONE OF THE RESIDENTS.

THEY HAD A SEIZURE EVENT, HAD TO GO TO THE HOSPITAL AND YOU COULD PROBABLY ALREADY PREDICT FIRED THE WORKER.

ADD MORE TO THE SYSTEM.

WE HAVE A CHOKING INCIDENT WHERE SOMEBODY TRAGICALLY DIED CHOKING ON A STUFFED ANIMAL.

THE RESPONSE IS FIRED THE WORKER, ADD MORE TRAINING, ADD MORE PROTOCOL TO THE SYSTEM.

IF WE LOOK TO MENTAL HEALTH, WE'LL SEE AN INCIDENT OF A SUICIDE ATTEMPT.

THE RESPONSE IS FIRE PEOPLE.

WE HAVE AN ESCAPE.

GOVERNOR STEPS IN AND FIRES THE CEO.

WE HAVE A RESTRAINT DEATH.

FIRE PEOPLE.

DISCIPLINE PEOPLE.

SO TENNESSEE, THIS IS WHERE COLLABORATIVE SAFETY SORT OF WAS BORN.

I WAS THEIR DEPUTY COMMISSIONER FOR THE DEPARTMENT OF CHILDREN'S SERVICES, AND PRIOR TO THAT, I WAS DEPUTY COMMISSIONER FOR THE DEPARTMENT OF DISABILITY SERVICES, AND I WAS WORKING FOR DISABILITY SERVICES WHEN TENNESSEE WAS GOING THROUGH THE HIGH PROFILE EVENTS, THE PUBLIC OUTRAGE, THE FIRINGS, THE LEGISLATURE GOT INVOLVED.

AND I REMEMBER ONE DAY I WAS DOING SOME WORK WITH SOME PROVIDERS, AND OUR COMMISSIONER FROM DISABILITY SERVICES SAID, HEY, YOU NEED TO GET BACK TO NASHVILLE.

AND I SAID, WHAT'S UP? HE SAID, GET BACK TO NASHVILLE.

AND ON THE WAY BACK TO NASHVILLE, THE CHILDREN'S SERVICES COMMISSIONER WAS FIRED.

SO FAST FORWARD TO THAT EVENING.

WE'RE IN MY OFFICE WITH THE GOVERNOR, AND HE ASKED US TO MOVE OVER AND TAKE OVER CHILDREN'S SERVICES.

SO WE RAN DISABILITY SERVICES, CHILDREN'S SERVICES FOR ABOUT FIVE MONTHS TILL WE MOVED OVER TO CHILDREN'S SERVICES FULL TIME.

AND WE WERE TASKED WITH DOING SOMETHING DIFFERENT.

IF WE FOLLOWED THAT SAME PATTERN, WE WOULD JUST BE RIGHT WHERE WE WERE A FEW YEARS FORWARD.

SO WE SAID, WHO DOES SAFETY BETTER THAN ANYBODY? AND THE SAME INDUSTRIES KEPT COMING UP.

I ALLUDED TO THEM EARLIER AVIATION, NUCLEAR ENERGY, UM, SOME SECTORS OF HEALTH CARE, SOME SECTORS OF THE MILITARY.

WELL, THEY WHO DO THEY DRAW FROM? WELL, THEY DRAW FROM THIS SCIENCE CALLED HUMAN FACTORS SYSTEM SAFETY OR SAFETY SCIENCE.

SO WE DID THAT AND PEOPLE STARTED TO NOTICE AND SAID, HEY, THIS IS AWESOME.

YOU KNOW, OTHER STATES CAME PRESIDENT OBAMA'S COMMISSION TO ELIMINATE CHILD ABUSE AND NEGLECT FATALITIES NOTICE THEY ASKED US TO COME TESTIFY AND THEY SAID, HEY, ARE YOU TRYING TO MAKE CHILD WELFARE WORKERS LIKE PILOTS OR SURGEONS? AND WE SAID, NO. BUT LIKE PILOTS AND SURGEONS, CHILD WELFARE WORKERS, HEALTH AND HUMAN SERVICE WORKERS MAKE HIGH CONSEQUENCE, HIGH PROFILE DECISIONS EVERY DAY.

GOOD MORNING, MR. CHAIR, MEMBERS OF THE BOARD, NICOLLET COUNTY HAS A POLICY CALLED UTILIZATION OF PAID LEAVE DURING A PUBLIC HEALTH EMERGENCY POLICY. AND WHAT THIS POLICY ESSENTIALLY ALLOWS FOR IS FOR EMPLOYEES TO BORROW SICK LEAVE, UM, WHEN THERE'S A PUBLIC HEALTH EMERGENCY GOING ON, AND THEN THAT BORROWED SICK LEAVE IS FORGIVEN OVER TIME.

40 HOURS AFTER ONE YEAR OF SERVICE, AND UP TO 80 HOURS AFTER TWO YEARS OF SERVICE.

THIS POLICY WAS ACTIVATED BY THE COUNTY ADMINISTRATOR, DURING COVID, IT'S BEEN USED IN THE PAST FOR WAS IT H1N1? IT WAS ACTIVATED AND DEACTIVATED.

AND FOR THE BEGINNING OF THE REALLY INTENSE PART OF THE COVID PANDEMIC, IT WAS ACTIVATED BY THE COUNTY ADMINISTRATOR.

SO NOW THAT THE PUBLIC HEALTH EMERGENCY HAS BEEN DECLARED OVER ON A STATE LEVEL, AND IT'S BEING IT'S OVER ON A NATIONAL LEVEL ON THE 11TH OF THIS MONTH, WE ARE PLANNING TO DEACTIVATE THIS POLICY, UM, AS OF MAY 11TH BECAUSE THE EMERGENCY HAS ENDED.

SO WE TALKED ABOUT THIS A LITTLE BIT IN WORKSHOP.

THE COUNTY ADMINISTRATOR HAS THE AUTHORITY TO ACTIVATE AND DEACTIVATE THIS POLICY.

WE JUST WANTED TO MAKE SURE THE BOARD WAS AWARE THAT WE WERE GOING TO DO THIS AND GIVE YOU AN OPPORTUNITY TO HAVE ANY ADDITIONAL QUESTIONS OR INPUT BEFORE WE GO AHEAD WITH THAT DEACTIVATION.

ALL RIGHT. SO I GUESS WE HAVE HAD AN OPPORTUNITY TO VISIT ABOUT THIS AT WORKSHOP, WHICH MAKES THOSE WORKSHOPS SO IMPORTANT.

IS THIS BOARD COMFORTABLE WITH, UH, HAVING US PLACE THE AUTHORITY INTO THE HANDS OF THE COUNTY ADMINISTRATOR FOR ITEMS LIKE THIS IS THE QUESTION.

CAN I ASK ONE QUESTION FIRST? AND JUST FOR CLARIFYING, WHEN WE'RE SAYING BORROWING, WE'RE BORROWING THIS FROM THE OUR HUMAN RESOURCES BANK.

THIS IS NOT ME AS AN EMPLOYEE BORROWING YOU ON MY SICK TIME SO THAT YOU CAN USE IT BECAUSE YOU HAD AN EMERGENCY.

CORRECT? WE'RE ESSENTIALLY LETTING THEM GO INTO THE HOLE ON THEIR SICK LEAVE WITH THE COUNTY.

IF THE NEED ARISES IN THE FUTURE TO ACTIVATE THIS POLICY I WOULD SUSPECT THERE WOULD BE SEVERAL CONVERSATIONS LEADING UP TO IT, BOTH WITH THE HUMAN RESOURCES DIRECTOR, THE HEALTH AND HUMAN SERVICES DIRECTOR, AND MEMBERS OF THE BOARD AND THE COUNTY ATTORNEY BASED ON THE NEED AND THE POTENTIAL PUBLIC HEALTH EMERGENCY WITH IT.

THERE WOULD BE SEVERAL OPPORTUNITIES TO HAVE THOSE CONVERSATIONS, TO MAKE SURE OUR STAFF ARE PUT IN A PLACE WHERE THEY COULD RESPOND OR LEAVE WORK IF NECESSARY.

AND I LIKE THAT RESPONSE BETTER THAN SAYING, THIS IS WHAT'S GOING TO HAPPEN.

I WANT FOLKS TO BE ABLE TO SHARE THOSE IDEAS.

THAT'S MY PERSONAL OPINION, SO THAT WE LEARN AND SEE HOW PEOPLE ARE IMPACTED BY IT.

SO YOU'RE ASKING US TO APPROVE THIS MEASURE OR TO JUST SAY YOU'RE GOING TO DO IT AND IT'S THE BOARD IS OKAY.

AND WHILE THE EMERGENCY MAY BE OVER, I THINK WE SHOULD ALL TAKE CARE TO WATCH FOR THE HEALTH OF OURSELVES AND OUR LOVED ONES AND OUR FELLOW WORKERS.

YEAH, WE HAD DURING THE PANDEMIC, WE HAD ABOUT TEN EMPLOYEES TAKE ADVANTAGE OF THIS POLICY SO THEY WERE ABLE TO NOT COME TO WORK WHEN THEY WERE SICK, OR WHEN THEY HAD BEEN EXPOSED, OR WHEN THEIR KIDS WERE SICK OR AND SO FORTH.

SO WE WE DID HAVE TEN EMPLOYEES BENEFIT FROM THIS POLICY BEING IN PLACE DURING THE EMERGENCY.

THE HHS MEETING, ALSO, THE MANKATO AREA PLANNING ORGANIZATION MAPO MET THIS PAST WEEK, AND WE'RE DISCUSSING ALL OF THE ITEMS THAT ARE INVOLVED WITH THAT TRANSPORTATION PLANNING BOARD AND PERSONNEL WITH MEETING A CANDIDATE FOR ONE OF THE POSITIONS HERE IN NICOLLET COUNTY.

YOU HAVE HEARD FROM ADMINISTRATOR LANGKAMER THAT THE MEETING FOR THE DISTRICT 7 AMC IS IN JUNE 7TH.

AM I REMEMBERING THAT CORRECTLY? IT'S IN GLENCOE, SO THAT STARTS AT 8:30 IN THE MORNING.

IT TAKES AN HOUR TO GET THERE AND THERE'S USUALLY A LUNCH.

SO I WOULD ENCOURAGE FOLKS TO PUT THAT ON YOUR CALENDAR.
